Balloon Designs by Jeanne was started by Jeanne Cockcroft in 1986. Doing floral design from home, she later added balloons along with the flowers. Then in 1995 Jeanne & her husband, Dave, opened a retail store on Thousand Oaks Blvd. devoted to balloons and party decor.
